The fine relates to three specific regulatory violations during two SpaceX launches in 2023. The first incident involved the Satria-1 mission on June 18, 2023, where SpaceX made unauthorized changes including the addition of a new launch control room and alterations to launch procedures without prior approval from the FAA. Despite submitting the necessary documentation, the FAA did not approve these changes in time for the launch, leading to the violation.

The second incident occurred during the XXIV/Jupiter mission in July 2023, where SpaceX used a newly constructed rocket propellant farm that had not been approved by the FAA. This action was also deemed a violation, resulting in a proposed penalty of $283,009.

Comparison with Boeing’s Starliner Project

Amidst these controversies, Musk has highlighted a perceived inconsistency in the FAA’s enforcement actions.
